Vocational training

Sub-component 2: Support for the implementation of a steering mechanism and sustainable financing of vocational training

Improving the governance framework for vocational training

The Minister of Employment and Vocational Training, Mr. ISSA TCHIROMA BAKARY presided over the National Workshop for the elaboration and validation of the National Reference Framework for Vocational Evaluation and Certification on January 14 at the Municipal Circle of the Yaoundé City Hall. This workshop was an opportunity to lay the foundations of a quality professional evaluation and certification for Cameroon. The National Framework, which aims at building a society of skills, will represent the common reference nomenclature for all certifiers, including sectoral ministerial departments, technical and professional skills development organizations, professional branches, social partners and consular chambers. A working group was set up by memorandum from MINEFOP with the objective of consolidating the reports of the National Workshop for the development and validation of the National Reference Framework for Vocational Evaluation and Certification. The document has been consolidated and transmitted to the project owner. Translated with www.DeepL.com/Translator (free version)

Follow-up of trainees

An application aimed at managing and operationalizing the post-training follow-up mechanism for trainees in the entire skills development system has been set up. An administrator, selected from the MINEFOP IT unit, has been recruited to manage the application. Activity reports on the implementation of this application are regularly transmitted to the project owner. An evaluation mission was carried out with the objective of ensuring that the use of the INSERJEUNE application by the identified follow-up officers is acquired. This mission resulted in the suspension of a Training Center for unsatisfactory results. In terms of achievements :

Establishment of an appropriate and sustainable mechanism for the management and financing of professional training

HERMES Conseils has been recruited to carry out a study on the financing of Professional Training. The mission, planned for 4 months, was held in 2 phases: from June 20th to 30th 2021, and from February 12th to 24th 2022. The Cabinet made a presentation and an analysis of the current situation of vocational training to the 300 strategic and operational actors met during the consultations, hearings and restitutions, in particular through the challenges to be taken up at the socio-economic level, the diagnosis of the existing vocational training offer, the types of financing and the modalities of steering and management. A counterpart team composed of public administration executives was associated in the process, in order to facilitate the Cabinet's proximity work on the various identified themes. During this phase, the service provider also met with the private sector in order to make a diagnosis of the employers on the modalities of steering, financing and cooperation. He transmitted the provisional report of his mission which was the subject of an analysis and validation meeting. All that remains is for Cameroon to implement the results of the study by setting up, through advocacy, its own mechanism or cooperation platform for the financing, steering and management of the vocational training system. Support to professional branches

A memorandum of understanding was signed in 2020 between MINEFOP and the Cabinet RH-Plurielles with the aim of raising awareness among companies and professional branches and training a new type of person equipped with engineering and partnership skills who will serve as an interface between MINEFOP and its various targets. A dozen training advisors have been identified and training sessions have been organized at the National Institute for Training of Trainers and Program Development. As part of the training of the latter, the RH Plurielles firm requested from MINEFOP the addition of a certain number of people (designated by the General Training Inspectorate and also by the Technical Advisor N°1 of MINEFOP) for the specific module of staff recruitment. Within the framework of the recruitment of MTC personnel, it was deemed appropriate to have trained persons who will support the Commission that the Secretary General of MINEFOP will chair for this purpose. The training will continue at a distance. Translated with www.DeepL.com/Translator (free version)
