DENSIFICATION OF CFM
SUB-COMPONENT 1: DENSIFICATION OF CFM
In the context of the needs expressed by the economic actors of VSEs and SMEs (including cooperatives and GICs) in the processing, conservation, storage, and marketing of agricultural and forestry products, MINEFOP, following the activities already underway to set up 3 CFMs (CFM Project CCM1276) and 2 CFPSs (CFPS Project CCM1277), is implementing Component 3, which aims, in addition to institutional support, to densify the public-private management training centers.
The implementation of this densification activity will be done in continuity with the Trade Training Centers project (CFM). In particular, it is a matter of capitalizing on its achievements and on the documentation produced (architectural studies, training referentials, management tools, etc.) as well as on the governance model that is the Public Interest Grouping within the framework of a Public-Private partnership. Thus, in 2017, local basin studies were conducted in the agricultural production basins of the Center (Bertoua), the Highlands (Ndop) and the Septentrion (N'Gaoundéré) in order to set up new MTCs whose overall objective of this project is to develop and diversify the economy of rural areas, as well as access to employment for young people, by improving the supply of vocational training for non-agricultural occupations in rural areas, in close consultation with economic actors.
The CFMs will be located in the heart of the main agricultural production basins selected for their economic dynamism, namely the Central Basin (Bertoua), the Northern Basin (N'Gaoundéré) and the Highlands (Ndop). The selected localities are located at the level of the economic capital, in order to interest the maximum number of companies and young people. Complementarities and synergies will be sought with the AFOP/PCP Formation agricultural vocational training program as well as with the ACEFA/PCP Conseil and PMEAA/APME agropastoral production enterprise modernization support programs, which are themselves funded by C2D, without forgetting complementarities with efforts already underway to renovate vocational training in general.
The training courses will be co-constructed with companies in the CFM's zone of influence. They will correspond in particular to the trades of conservation and agro-food processing, renewable energies and food inputs, as well as the wood trades, especially for the CFM of Bertoua. The training courses will be qualifying, initial and continuous, lasting from 12 to 18 months (with shorter durations for continuous training), à la carte according to the demand of companies. They will be targeted primarily at young job applicants or self-employed people for initial qualifying training, but also at company managers and employees for continuing training.
