| Step 1. Expression of the need for support addressed to the APME |
The TPMEAA requesting support from the TRANSFAGRI Program should compile a file expressing its needs, providing supporting evidence. This file should be sent to the APME (entry point). |
| Step 2. Study of the file (Global diagnosis for the identification of the real need of the TPMEAA) |
The APME examines the file and makes a general diagnosis of the real need of the TPMEAA. Requests should be filtered on the basis of: the mapping of SMEs; the Government's priority sectors; service vouchers already distributed. |

- Non-financial need
- Financial need

Following the diagnosis, the APME highlights the types of support useful to the TPMEAA, in particular the non-financial needs (business plan, packaging, professional training, etc.) and the financial needs. |
| Step 4: Treatment of the file according to the result of the Diagnosis |
Depending on the type of need identified, the TPMEAA file is processed according to steps 4.1. to 4.3. |

4.1. Processing of the file by the APME for non-financial needs related to the business plan, packaging, etc.
|
The APME handles the TPMEAA's file by providing non-financial support according to the types of service vouchers offered (business plan, packaging, etc.) |

4.2. Sending the file to MINEFOP for non-financial needs relating to vocational training or to SNFI for financial needs
|
Subsequently, the APME forwards the file to MINEFOP for non-financial needs relating to vocational training. If this type of support is not necessary for the TPMEAA, the file is sent directly to SNFI to process the financial needs (by respecting steps 4.3.1 to 4.3.4). |

4.3. Sending of the file to SNFI for continuation of the procedure: support for financial needs
|
SNFI receives the file from MINEFOP (in case the TPMEAA has had to benefit from support relating to vocational training) or directly from the APME. |

4.3.1. Analysis of the file by SNFI and Orientation of the TPMEAA towards a partner MFI according to the financial need
|
The SNFI analyzes the financial need of the TPMEAA and directs it to a partner Microfinance Institution which will provide the support requested according to the innovative products developed by the EMF. |

4.3.2. Sending of the file to the TRANSFAGRI Coordination if additional financial support is required
|
If the need for additional financial support is proven, SNFI sends the file to MINEPAT/transfagri-C4 |

4.3.2.1. Sending the file to the SME Support Fund
|
MINEPAT/TRANSFAGRI-C4 directs the file to the SME Support Fund |
|
4.3.2.2. Sending the file to other tools offered by the Government
|
MINEPAT/TRANSFAGRI-C4 can also refer the file to other Government Counters |
