Financial support

   The project is globally articulated around two technical sub-components and a coordination sub-component. This second sub-component is subdivided into three parts A, B and C

Sub-component 2A: Support for the improvement of Social Performance Management, Customer Protection and Governance of MFIs
Activities

  • Build the capacity of MFE supervisory and management institutions as well as local coaches and facilitators on good practices in Social Performance Management, consumer protection and governance;

  • Conduct a global diagnosis of the microfinance sector in terms of governance, social performance and client protection ;

  • Develop a roadmap for the implementation of measures to improve MFEs' Social Performance Management, Customer Protection and Governance practices;

  • Support the completion of self-assessments of partner MFIs in the areas of social performance, customer protection and governance, as well as the implementation of upgrading action plans;

  • To popularize the legislative and regulatory texts on consumer protection.

Our partners

  • The capacities of a dozen executives from DMF, PASNFI, CNEF and ANEMCAM are strengthened in the areas of social performance management, consumer protection and governance
  • The capacities of some 15 local coaches and facilitators are strengthened in Social Performance Management, Consumer Protection and Governance
  • The capacities of a hundred or so elected officials and employees of MFIs are strengthened in the areas of social performance management, consumer protection and governance
  • A global diagnosis of the microfinance sector in terms of governance, social performance and client protection is available;
  • A roadmap for the implementation of measures to improve MFIs' Social Performance Management, Customer Protection and Governance practices is available;
  • Some thirty partner MFIs were supported in the self-assessment of their situation in terms of social performance management, customer protection and governance, as well as in the implementation of corrective action plans;
  • The legislative and regulatory texts on consumer protection were explained to the accredited MFEs and each establishment received a compendium of the texts on the subject.
Sub-component 2B: Promotion of financial education for agricultural and agri-food micro-enterprises and more generally for rural areas

Activities

  • Mobilize external expertise in Financial Education to support the implementation of the activities of the sub-component;

  • Identify the MEAA, rural and agri-food value chains operating in the Transfagri production basins;

  • Conducting a financial literacy baseline;

  • Build a pool of local/national financial literacy coaches and facilitators;

  • Develop an operational financial education strategy with a roadmap of priority actions using digital tools;

  • Train the trainers in financial education;

  • Develop and implement training programs for MEAA, rural and agri-food value chains;

Results
  • External expertise in financial education is mobilized;
  • The MEAA, rural and agri-food value chains operating in the Transfagri production basins are identified;
  • A pool of local/national financial literacy coaches and facilitators is assembled;
  • A state of the art in financial education is conducted;
  • An operational financial education strategy with a roadmap of priority actions is developed;
  • Financial literacy trainers are trained;
  • Training programs for the benefit of MEAA, rural and agri-food value chains are developed and implemented.
Sub-component 2C: Strengthening the centralization and securitization of financial information in the microfinance sector

Activities

  • Carry out the diagnosis of the CREMF and CASEMF computer applications of the CNEF;

  • Support the upgrading of CNEF's CREMF and CASEMF computer applications;  

  • Support MIS upgrades in target MFEs;

  • Strengthen the capacities of the CNEF business engineers and the IT managers of the MFEs 

  • Realize the connection of a hundred EMFs to the CREMF and CASEMF applications of the CNEF.

Results
  • The diagnosis of the CREMF and CASEMF computer applications of the CNEF is carried out;
  • The CREMF and CASEMF computer applications of the CNEF are upgraded;
  • Target MFE MIS are upgraded;
  • The capacities of the CNEF business engineers and the IT managers of the MFEs are strengthened;
  • Approximately 100 first category MFEs are connected to the CREMF and CASEMF applications of the CNEF.
