General approach to support for the mechanism for facilitating access to non-financial services The objective of this mechanism is to strengthen a competitive offer of professional services adapted to the needs of SMCs, POs and MSEs. It facilitates access to the service rather than encouraging fully subsidized services. Access to PDS is partially subsidized to stimulate market functioning and given the low appetite of SMCs and POs for this type of input. Based on the experience of the SMEAA Program and the experiences of other countries, the subsidy rate could vary between 40% and 90% depending on the nature of the services requested and the type of enterprise. Ultimately, the system will allow targeted actors in the agri-food sector (SMEs in creation, formalization and development) to benefit from services that will enable them to improve their performance. In the basins where they are located, the CA-SMEs will serve as a hub to facilitate their access to the range of services offered through their connection to the system. Thus, thanks to the synergies to be developed with the CFCEs of the regions in which a CA-SME will be set up thanks to the Project, the entire territory will be covered. The formulation of the Program comes in a context where APME has initiated studies for the extension of the "service voucher" device to all SMEs. Not only this device has the ambition to reach all the sectors of the SME (including PMEA), it already integrates the problem of thematic widening by addressing the needs of the creators of company and the companies to be formalized. In addition, this APME project takes the option of computerization to facilitate access to the service. The project will have to accompany this development with existing resources; APME has not yet mobilized specific funds for this operationalization.8 The extension of the service to new basins will require substantial resources for computerization, training of actors, the awareness campaign, and the strengthening of the service provider control brigade and the management committee. The mechanism will benefit from the qualification and accreditation service set up within APME under the project.
The endowment of the fund for facilitating access to non-financial services should be seen as an incentive for change and innovation for SMMEs, POs and MFIs. As for the EAS providers accredited to this window, it will encourage them to adopt a quality approach, thus contributing to strengthening the professionalization of the consulting profession for actors in the agri-food value chain. In order to allow this mechanism to produce the expected effects, the eligible services will have to fall within the range of support needs listed below. This list is indicative and will be completed by APME based on a better documented diagnosis and lessons learned:

Three groups of activities are involved in facilitating access to financing for SMMEs:

CoCB Facilitation;
The main framework for structured dialogue between public and private actors, to provide the country with a robust economy and a favorable business environment, is the Cameroon Business Forum chaired by the Prime Minister. Despite this dynamic at the top, the territories at the base are almost deficient in terms of dialogue and exchange between actors. The frameworks of consultation of the basins (CdCB) are intended to be permanent platforms for exchange and promotion of agricultural and agri-food activities and, by extension, for improving the competitiveness of the territories. This ambition is in line with and contributes to the decentralization process by strengthening one of its vocations, which is the promotion of local economies.
It is a question in these frameworks of dialogue of the basins to contribute to remove the constraints which lead the agricultural and agroalimentary sector in the territories, that are, among others
